The Development Impact Study analyzes national studies on the costs of sprawl and local development practices to address development costs locally, in Bloomington-Normal, Illinois.

The urban design component of the study illustrates a single site designed using two different approaches to contrast conventional with sustainable planning techniques. The two designs facilitate comparison of infrastructure and environmental costs. This comparison, incorporated with research of existing development policies, shaped the Development Impact Review, which was created to assist local governments in determining overall impacts of proposed urban development projects on the community.
